The only explanation I have is, that you've overlooked it! :-) Being in computer industry for ~ten years, I've never seen the fans w/o electronics inside - it's true for both CPU coolers and power supply fans. Moreover, even the mechanical construction of propellers used in fans is designed to make the air flow in one direction only (which is marked by arrow on the fan's case).
