Those MS-15 monitors were/are famous for just that failure. The usual 
problem is with failed solder joints on the circuit board mounted (inside 
the metal cage) on the neck of the cathode ray (picture) tube.

Some folks have reported success by touching each solder joint on the 
board with a soldering iron. I have tried this once. No luck. Maybe yours 
would be better!
