remove the power.
remove the battery.
leave the machine sit for some time, over night is best. after this
reinstall the battery (check voltage if possible) then the power
resetting the ram is another thing to try

the battery powers the pram where things like time, video and network
settings are stored.
if this becomes corrupted some macs fail to boot or fail to show video.

with the power cord attached and turned on at the point the pram is
always recieving power, the battery is a backup for when you lose power.
removing both sources of power clears the pram. you have to reset some
settings after this is done, network being the worst.

I suggest you try this first before any other hardware fix like pulling
cards or swapping power supplies.

It probably wont help but it rules out the easy stuff first.
Another thing to try is a different monitor but you should be able to
tell if the hard drive "sounds" like its booting or not. If it doesnt
sound like its booting its probably not the monitor.
