I really don't follow that.  It seems like there's an intended API
definition, which allows listeners to track state, and the behavior
isn't following that.  So if a route gets deleted by some operations, it
makes sense to change the code to issue a delete notification.  It seems
very unlikely that any code would be relying on those delete
notifications not happening.

Or is there a written specification that says the proper behavior is
deleting of default route without sending a notify?
