Well, if we have requirements, it'd be good to document them in advance, so diligent contributors can follow them and make the life of the integrators easier. HACKING is that documentation.
Otherwise we have to explain this stuff again and again post-initial-contribution.
So HACKING should be brought up to date, and 'must' seems fine to have in there then.
