After disabling rate limits, negotiation is done much faster (10-20
secs). So, it's false alert. Sorry for your spent time.

Have a useful little tcpdump/OSPF/LSA flooding script analysis script now
at least. ;)
It might even be useful to have ospfd itself be able keep a similarish
summary history of activity on an LSA, as a debug option.
