I have some first version of the automated patch testing. The system monitors
patchwork for new patches and will submit them to the testbed. See
https://ci1.netdef.org/browse/QUAGGA-QPWORK for the actual runs.

Another process will monitor for finished testruns and email the result
to the submitter (as identified by Patchwork) and CC the list.
At this time it only mails for some of the common issues.

At this time, quite a few tests fail during patching. I assumed that
the patch should be applicable to the top of Quagga Master at the time
of the submission, but that seems not to be the case. No idea at this
time on how to guess the correct git commit as a base for the patches.

I'll manual trigger the script which mails the result for the next few
days, but will let it loose after I feel confident.

Emails are from "[email protected]" and should be sent as a followup
to the patch email.
