Just analysing it, I think it's not quite the stars aligning perchance - it could happen any time all clients are not equi-distant from all reflectors and reflectors that are nearer to lower ID clients are updated and other reflectors are not.
I can't actuallly think how you'd construct a reflector topology where cluser-list was always the same to not risk having this scenario occur.
I'll whip up a PoC capability patch. Hopefully it's not as complex as you and Donald fear! :)
