This depends on if the peer is IBGP or EBGP so either:

http://patchwork.quagga.net/patch/1404/
or
http://patchwork.quagga.net/patch/1405/

These don't generate issues for our code base because of the dynamic update
group support I believe.

I'll remove these two patches from consideration for the moment and put
them back into the giant queue of code that we have.

Give me a couple hours to respin proposed-5.
