Note: Sending from my work address simply because of some SMTP auth issues
with git send-email on my personal machine.  However, Author ==

This series tries to fix some stuff in HACKING, starting with trivial stuff.

"Add required reading section & commit should give full rights details" was
posted before.  This reposted version takes comments into account. Note that
it merely trying to document what should be fairly obvious:

1.  That when people send in stuff that doesn't have its own licence text
that they're implicitly agreeing to contribute under the existing applicable
licenses of the files and Quagga.

2. That people should document the provenance of the contribution.

Last time it was posted, people seemed to be looking for gotchas because of
timing. There isn't a gotcha, as such.

Two little follow up patches on top of that to try get people to be explicit
about documenting any rights claims.

I am willing to try get a legal person to proof-read the end result, once
we're agreed in principle.
