to monitor if the
interface flapped/went up/down since Quagga started, it is not meant

is correct; the interface never went up/down since Quagga started.
I though about that too. In the end my take was that since Quagga may be
restarted without the link flapping, it is not that helpful to
synthesize a link-up/down event.
But if the consensus turns out to be in favor of synthesizing a link-up
event on startup if the link is already up, I could also implement that.
I'm in favor of keeping it the way it is. As I indicated above, this is
not about knowing the
current state, but about keeping track of up/down events. (0 up,0 down)
means "pristine"
state. up==down means back to the original state.
