The concern was with mixed behaviour networks.

By just flipping the default, we may then create mixed behaviour networks which otherwise wouldn't have been.

If the driving concern is the risk of routing loops for users, then we should avoid exposing ones not exposed currently with any change, as much as possible.

I.e., in fixing the issue for those affected, it would be good not to impose it on those not affected currently.
