You need to manually accept the license before downloading can begin.

And btw. the page"https://jdk9.java.net/download/"; is bit out of date. It says:
"Web Start NPE Bug:
[..] is expected to be fixed in b115. "
The b115 release still crash with a NPE (JDK-8153736).
Could you log a bug for this, it may be a new issue ?
