Yong, thanks for bringing this up. Anne (cc'ed), recently merged a "starting point" branch for CLI guides in openstack/openstack-manuals (https://review.openstack.org/#/c/11274/)
We can collaboratively work on sorting out CLI documentation. I will be happy to help, and perhaps we can split tasks. In the last Quantum meeting we agreed to use google docs for easy drafting, and then copy & paste (well, something more than that) into docbook. This is good news as I recall you already have a google doc discussing CLI operations.
