jenkins uses tox, which installed based on tools/pip-requires and tools/tests-requires. Earlier in the Folsom cycle (I think) we decided to not hardcode a version of pep8 in test-requires, meaning we pull in the latest version of it any time you create a new tox environment (or run tox with --recreate). If Jenkins reports a pep8 error you are not seeing, I believe you can just run tox with --recreate and you should be updated to the same version of pep8.
