A few of us have been iterating on a framework for Quantum Admin docs and have been adding content and lots of TODOs to the doc.

I'm NOT sending it to the main openstack list because in its incomplete state it would probably cause a fair amount of confusion. In general, I'd like people to jump in and document features they have added. We should first focus on open source plugins and core capabilities, as this is likely to be where a lot of community attention is focused on in terms of evaluating the RCs. Late next week we'll then "freeze" this google doc and a few of us will work to transfer the doc over to docbook and into an official openstack docs repo. There are still a fair number of questions marks about what belongs in the docs, and if so where. We can use this thread to discuss those questions. Let's have at it!
