Yes, please use "quantum" to tag doc bugs filed against the admin document in the openstack-manuals repository and use "netconn-api" as a tag for doc bugs against the API guide (but still log within the openstack-manuals Launchpad project). We do something similar for compute-api doc bugs. Thanks for all the care and feeding of the Quantum docs!
