In order to try and improve our development, reviews and release process
we would like to try provide more detailed and robust blueprints. Please
look at http://wiki.openstack.org/Quantum/BlueprintTemplate. It will
take a bit longer to file a blueprint but it will help speed up the rest
of the process. Please let us know if you have any comments.
