I filed
https://blueprints.launchpad.net/quantum/+spec/configurable-ip-allocation to
allow user to specify the IP allocation driver for each subnet.
the related etherpad is at

Since I have mentioned this feature many months ago, I register it for
the session presenter so that we will not forget it.
If no one has time to elaborate it, I am happy to help
