It is quite likely that people use the  Data Protection Act in the  same 
way as the Health and Safety Legislation invoking it when they don't want  do 
something (or maybe anything).
 
I think it unlikely that the DPA would cover data about cars that a person  
had once owned and may not even cover details of cars that are presently  
owned.
 
Maybe someone can check this out.
 
In a way its  a bit of a shame that  one cannot challenge a  prosecution 
for speeding on the grounds that the speed camera operator had not  got the 
subject's permission for the photograph to be publicised and his/her  adddress 
to be revealed
