There are two connectors on the back of the panel. Are they both in correctly? Also, if the connector is loose, make sure it is the right way round, as they are keyed to stop them going in the wrong way. As the man says, it's a cable speedo, so if it doesn't work it won't be the wiring. It doesn't need electricity, just the drive cable from the gearbox.
