If the cam belt isnt moving its probably because the teeth are ripped 
off at the crankshaft or the tensioner is u/s. If I remember right, the 
pinto doesn't bend valves (could be mistaken), so a new belt and 
tensioner should get you back up and running. Even if there is valve 
contact, the head is an easy one to strip off, replace 4 inlet valves 
and refit.
