This seems to be the case with Ford gauges but it can be explained, to some 
 extent, that the design standard is that when the gauge shows empty for 
the  first time there should be enough fuel remaining to complete a further 50 
 miles.
 
I say is, but all I can be sure about is that that was the standard when I  
worked in Product Development.
