My experience with the dvla is that they make the rules up as they go. In1978 i 
had to change the "chassis" on my
1969 Lotus. Dvla insisted the car must be reregistered with a 1978 plate. I 
then had to get customs & excise to inspect car and all bills.  They insisted 
the number stamped on the chassis had to be used. LR731- this is the lotus part 
number!. C&E then charged me 80 pound duty  before i could get it registered!
2 years ago i took the car for mot. The garage mis keyed the chassis number. 
This caused dvla investigation. I had to get club lotus involved. As the dvla 
could not see the LR number without dismantling they decided to use the 
original sn plate rivited to the body but they would not allow the original no 
plate to be used

Hmm. That was not the case when I changed the engine in mine - from
Ford to Fiat. We had a bit of back and forth because I couldn't
immediately locate the engine number - I (well, Joe!) had to find the
original V5 of the donor car since that on the engine itself was
illegible.

But after they were happy, a V5 dropped through the letterbox, and no
mention of changing the plate.
