It was an option with the kit so some people bought them and some didn't.
They are really for safety for people that worry about these things.
I personally took the roll over bar off my second hand H4 as i like my open
top cars to be open.
Theoretically it might make the body slightly stiffer but it wasn't it's
main purpose.
