I've not used the CIA eBay, bit I have gone direct a few times and not had
issues. They were one of the few places still selling the MK2 Fiesta
heater matrix when I needed one.
It may be they think they have stock but when they go to pick the item its
not there?

I noticed recently they were listing the later XR2 master cylinder (the
small length one) for '87 model. Having ordered one from them in Jan 2014,
and had it cancelled due to them having no stock, I sent a message and was
assured they had them so I ordered one (albeit several days later), the
order was confirmed 2 days later, and lo-and-behold after a further 5 days,
they have cancelled and issued a refund (confirmed by Paypal). Is this some
sort of weird scam (although I can't see how?), maybe it helps their cash
flow for a couple of weeks? They have 'awarded' me a 5% discount on my next
order - maybe that's the game, just to list a rare part to try to sell
other parts? Anyway, I've now sent them a list of questions, and will see
how they respond.
