I think that the rouge might well only deal with superficial scratches as it might be thought of as a kind of 'T Cut for Glass' Windscreen blemishes eg stone chips are repaired by filling with some form of clear plastic substance. Might be worth talking to a windscreen reairer to see if your window glass scratch could be filled.
