Check the ignition timing. You will be amazed the difference that an inaccuracy of only a couple of degrees retarded makes to low-throttle responsiveness and, especially, fuel economy. You won't have noticed the reduction in responsiveness because it happens slowly. Presumably you have set the tickover mixtures correctly? 40DCOEs are supremely efficient instruments, so if you previously had good consumption then look outside the carbs. A dirty air filter would spoil economy but it would have to be *very* dirty to have effect in economy (low rpm / light throttle) mode.
