Hi Karan,
That's an interesting question. Can you give a simple example
composition that demonstrates this?
It is interesting because Exporting a composition to QuickTime embeds
a .qtz in one track of the movie. The framerate is indeed set in stone
by the movie file but it shouldn't play any differently than the same
composition running in the editor with the framerate capped at 30. It
will take just as long to render out the frame and display it in the
movie.
Unfortunately, there is no way to change the framerate. This is
described here:

Please let us know if you think there is a bug.

I'm trying to export a composition I created to a quicktime movie
at 1024x768 with 30 frames per second. But when I do this, the speed
at which the exported composition runs is incredibly fast, and the
amount of frames are incredibly few. So what I'm asking is this: How
do I export a quartz composition at 1024x768px with a framerate of
my choosing, that runs at the same speed (time-wise) as the
composition in quartz composer?
Namaste,
Karan
