You could use a multiplexer or a math patch, or some Javascript. muxer is good if you want the event to last as long as the button is held, while JS will allow you to do all kinds of things, like countdowns, one-shots, fades, etc. You could use a counter to cycle through the available indexes of a multiplexer too, if you want.

Also, I have the x and y
coordinates of the mouse mapped to the x-y translation and noticed
that sometimes if I click the mouse button the point of particle
generation stays for a bit where the mouse click occured. Is there a
way to disable that?

I don't know exactly what's goin on here, so I can't help with this part. Sorry :/

The particle system has a delay which you can control from the settings pane.
