Sounds like either a dodgy plugin (remove them all and try it) or your time machine restore overwrote the quartz framework. Only thing I can think of for that is to try a software update, or try replacing the quartz framework with one from another machine.
Best bet though is probably a re-install, then restore only your applications and user folders from backup.
