I don't think it's that (from having made many small observable tests), I think it's just the logic behind making the correct indices.
(The places you monitored in your upload pics inadvertently make it look like the structure order gets jumbled, but it does maintain order). I messed with this for quite awhile last night....When you specify all of the indices for the first grid, and then go to start specifying indices on the next one, it doesn't seem like there's a way to coax the indices/mesh creator combo into not texturing the "in between" vertex.
