I found that when I went into a new user and opened a comp I had open already 
in first user (because QC is playing up and not loading Network Tools plugin in 
first user) then checked in new user and versions was running. When I returned 
to first user account and looked the file then had versions and would create 
versions for new files.

As mention to me by @gtoledo the hidden prefs have an option in (Editor) for 
disableSavelessDocuments which when checked disables versioning. Interesting 
Coda 2 decided not to implement versions, IINM.
