the Tutorial to create an Arch Linux Template states:

I can't find the documentation about QUPS and have no idea what it does,
but if it is just calling pacman with an http proxy set the http_proxy
variable.
http_proxy='http://10.137.255.254:8082/' pacman -Syu
ftp_proxy does the same for ftp.
