This is related to upstream choice: https://git.gnome.org/browse/network-manager-applet/commit?id=276a702000ee9e509321891f5ffa9789acfb053c And not starting it depending on NetworkManager running or not would require (scripted) modification of /etc/xdg/autostart/nm-applet.desktop at every startup, which is fragile.
