Which Qubes version?

There is no setting for that, but it should be possible to "break" time
sync mechanism quite easily. On 4.0, Windows do time sync only using own
NTP client, so you can disable just that. On 3.2, there is
qubes.SetDateTime service, which you can disable by renaming
"c:\Program Files\Invisible Things Lab\Qubes
Tools\qubes-rpc\qubes.SetDateTime" to something else.
