in VM Settings

I have Seamless Mode UNCHECKED, and yet it attempts to use seamless mode. 
(Windows)
Seamless Mode: Windows Tools appear to be broken again in 3.1, I only 
recently updated the tools again.
I will play around with it further to determine what broke them.

All I did was the following...

Updated Qubes Tools for Windows. (worked in version from the install)

1. Installed Windows 7 Pro
2. Installed Updates from Windows Update
3. Set TestSigning on
4. Installed Tools
5. Rebooted normally and has Seamless Mode checked in VM Settings
  -- Tried to start something, nothing happened. Logs don't show any errors.
