Have you already read this page? https://www.qubes-os.org/doc/usb/ Your usage of the term "USB device" is ambiguous between: 1. USB controller and 2. USB mass storage device (block device), USB mouse, USB keyboard, etc. The "Devices" menu is for assigning the former to a VM, not the latter. I'll use "USB device" to refer to the latter. If possible, you should assign your USB controller(s) to a USB qube (aka USBVM). Then, when you physically attach a USB device to your physical machine, it should appear in the USB qube. You can then use Qubes Manager (or the qvm-block command) to attach it to any VM. (At least, this is how it works in the case of USB mass storage devices.
