Kernel headers are in kernel-devel package. You either need to downgrade
kernel-devel package, or upgrade kernel. Useful commands:
Downgrade kernel-devel:
sudo qubes-dom0-update --action=downgrade kernel-devel-4.4.12*
Upgrade kernel:
sudo qubes-dom0-update kernel
