I was using PIA with Qubes without any issues. Simply import the OpenVPN files into the NetworkManager in the sys-net, under the directory /etc/NetworkManager/system-connections and you are ready to go. Alternatively you can create a sys-fw and run the openvpn config there, in case you want to use multiple sys-fw.
