I would think that the "--clean" option would immediately discard all the 
packages you downloaded in the previous step. Perhaps this is why the 
instructions state that the above step should be attempted without "--clean" at 
first. But then it's puzzling that the instructions go on to recommend 
repeating the previous step with the "--clean" option if qubes-core-dom0 didn't 
update properly.
