I guess HVMs aren't supported as DVMs (yet). Wait until Qubes 4, you will probably be able to do it. I can't promise it will work with Windows, but Qubes 4 will move towards HVMs instead of PVs and it will have reworked DVMs. So according to my best guess, it will work even with Windows under Qubes 4.0.
