I cloned my Debian Stretch template last night and gave it a shot:

I only changed /etc/apt/sources.list to buster repos, using Qubes repos for
Stretch.
Qubes QUI agent works. Qubes VCHAN Sink sound interface works. Clipboard works.
Copying files between VMs is also OK.
I will keep this experimental Debian Buster Template-VM and will track the
developments.
