Do you remember what packages got removed? I guess you removed qubes-core-agent during the process. Do you have enabled current-testing repository permanently (enabled=1 in /etc/yum.repos.d/...)? If not, the above command lack --enablerepo=qubes*current-testing In any case, there is also prebuilt fedora-26 template available, you can install it with qubes-dom0-update qubes-template-fedora-26.
