That might be only available in the Testing repository, not in Stable yet.
In dom0, try running:

sudo qubes-dom0-update --enablerepo=qubes-dom0-current-testing

then look for Qubes Manager again. You only have to do this once,
afterwards you can go back to the regular "sudo qubes-dom0-update" for
updates.

If you don't care about having Qubes Manager, you could also run
"qubes-backup-restore" from dom0 to jump directly to the restore
interface.
