That seemed to work....Thx As you said I did the following commands:
sudo dnf upgrade --allowerasing --best then reinstalled the packages that were to be removed by above command: sudo dnf install qubes-vm-recommended...something, something sudo dnf install pulse audio...something, something I still get the pulseaudio error when I try to update via GUI but it appears as if the other packages were updated in the fedora 28 template. After cloning the fedora 28 I still have a fresh template should this be resolved in the near future.
