See https://www.qubes-os.org/doc/qubes-r3-building/ for steps on how to build. You might be able to use Fedora 28 instead of 26, but I haven't fully tested. From your list of "dom0, netvm, usbvm and whonix", the only template you could exclude is debian-9.
