I'll test this.

In the debian-9 VM:

$ apt-ket exportall > /tmp/keys.txt
$ qvm-copy-to-vm /tmp/keys.txt

In the debian-8 VM:

$ apt-key import ~/QubesIncoming/debian-9/keys.txt
