Since Patrick runs Whonix I think you should assume he is correct. :-) If you read the announcement you will see that Whonix will not support or address issues arising on 3.2(1).That is what Patrick said. However Qubes WILL continue to support Whonix on 3.2.1 - this means that Qubes will attempt to make sure that Whonix can run on 3.2.1. But if there's a Whonix specific issue it wont get fixed.
