kernel-4.20 is obsolete, but there's a package on current Qubes Package 
repository - download and install if you must.

https://yum.qubes-os.org/r4.0/current/dom0/fc25/rpm/

kernel-4.19 is the current stable longterm one - better use this.

or you can try 5.0.2 from testing with:

qubes-dom0-update --enablerepo=qubes-dom0-current-testing kernel-latest 
kernel-latest-qubes-vm
